Untended gardens, cars parked illegally and gaps in anti-social behaviour management have all drawn criticism from the Audit Commission after it carried out an overview of Swindon Council's Housing department.
The report says:
"The approach to estate management is reactive rather than proactive.
"Tenancy conditions are not being routinely enforced. Consequently, some estates give the appearance of not being effectively managed with gardens being untended.
"There is a specific problem with cars parked on grass areas. This problem extends to the Council's contractors.
"There are no proactive tenancy checks to prevent illegal occupation. In some areas refuse storage is inadequate and there are problems with dumping of items such as mattresses.
"There is long-term graffiti on estates and in particular in garage areas although it is apparent the offensive graffiti and abandoned vehicles are being removed promptly."
